Caojing OPC

Caojing OPC was designed to solve a specific problem: how do you give nomads access to Shanghai’s infrastructure without drowning them in Shanghai’s intensity? The answer was a water-village campus in the Jinshan district wetlands — close enough to the city for day trips, far enough to actually hear birds.

Officially known as the Caojing Digital Nomad OPC International Community, the base is located in Shuiku Village, Caojing Township, Jinshan District — within the Caojing Country Park and the 4A-rated Caojing Shuike Scenic Area. It opened in August 2024 as Shanghai’s first waterway eco-style digital nomad community, and was upgraded to a dedicated OPC international campus in April 2026. It is co-developed by the Caojing Township Government and Yuan Xiang Yingke, the same operator behind Zhangjiang Xinfeng, making this a sister property in the same government-backed network.

The setting is classic Jiangnan water country: roughly 40% of the surrounding area is water, with more than 40 rivers and 70 small islands winding through lotus ponds, rice paddies, and woodland. The operating concept — “island office, waterside startup” — describes the atmosphere accurately.

The island setup

A footbridge connects the campus to the mainland. The campus itself is a cluster of converted rural farmhouses and purpose-built residence buildings arranged around a central lawn and a small river arm. The floating boat workspace — a repurposed river barge with standing desks — is OPC’s signature feature and is genuinely excellent for focused work.

Beyond the barge, the base offers island workstations and forest-shade outdoor desks that embed the working day into the wetland environment without sacrificing connectivity. Standard coworking infrastructure — shared hall, private meeting rooms, soundproofed focus pods, pitch and event space with full AV equipment — is available for calls and structured work.

International community

OPC actively recruits internationally. As of 2026, the community has drawn applicants from more than 20 countries and 30 Chinese provinces, with over 380 entrepreneurs formally in residence. The resident profile skews toward AI developers, software engineers, cross-border e-commerce operators, designers, and content creators. Average age is 30; more than 40% hold a master’s degree or above. The operations team communicates in English, and the base has sufficient international residents to sustain a genuinely cosmopolitan social environment.

Foreign bank cards can be linked to Alipay and WeChat Pay for all on-site and nearby payments. Short-stay visitors can enter on a tourist visa; the base provides residency documentation and consultation support for longer-term entrepreneurs pursuing company registration and the relevant residence permits.

Programming

Weekly events alternate between English and Chinese and run at least three sessions per week: startup war-stories talks, industry expert evenings, enterprise resource matching, and technical salons. Monthly demo nights attract investors and founders from Shanghai. The community also organizes waterway hikes, group dinners, cycling, fruit picking, fishing, and water-village excursions — the social calendar balances business development with the slower pace the setting is built for.

Getting to Shanghai

The express bus to Hongqiao Station runs every 30 minutes from 7am to 10pm and takes approximately 50 minutes. From Hongqiao you’re on the metro network. For day trips with early starts, OPC also coordinates carpooling with resident commuters. The base is roughly one hour from Shanghai city center by car, which is close enough for regular participation in Shanghai’s industry salons, investor events, and business meetings — and far enough to make the commute feel like a deliberate choice rather than a daily grind.

Pudong International Airport is approximately 1.5 hours by car. Hongqiao Airport and Station are reachable in under an hour.

Pricing

Overall costs run at roughly half of equivalent office-plus-housing combinations in central Shanghai. Qualifying OPC founders can reduce costs further through the government subsidy package. 2026 reference pricing:

• Private single room: ¥2,000–3,000/month
• Room + shared coworking bundle: ¥2,800–4,000/month (includes coworking access and community programming)
• Daily food: ¥20–50/day via the community canteen or local delivery
• Total monthly cost: ¥4,000–6,000 for accommodation, coworking, and basic living

Eligible OPC entrepreneurs can access free shared coworking, one month of free accommodation, and startup subsidies that reduce the initial cost floor considerably.

Network and working conditions

The core campus runs 10-gigabit fiber, with 5G coverage across the entire property. Upload speeds are strong enough for international video calls, large file transfers, and light AI model training. Performance is consistently more reliable than most Southeast Asian nomad destinations. The base partners with Alibaba Cloud and other providers to offer compute credits and AI model call subsidies for resident projects.

The government support package (Caojing OPC Ten Measures)

The Caojing Township Government has structured one of the most comprehensive official incentive packages of any nomad community in the Shanghai metropolitan area, covering the full startup lifecycle:

• Free coworking and connectivity: Shared office space and full-campus 10G fiber and 5G access provided at no cost
• One-stop company registration: Full incorporation process handled on-site; desk-based company registration supported for OPCs and solo founders
• Startup incubation bundle (“1+1+1”): One month of free accommodation, one dedicated startup mentor, and one professional toolkit — designed for early-stage founders
• Tiered startup grants: Up to ¥10,000 in tiered grants for qualifying projects; up to ¥30,000 one-time subsidy for product market validation
• Investment fund: A ¥5,000,000 township-level OPC industry fund, with up to ¥500,000 available per qualifying project; loan interest subsidies of up to ¥50,000

Who it’s for

International entrepreneurs who need to be in Shanghai’s orbit without living there. Remote workers at Western companies who need reliable connectivity and an English-language community. AI founders who want low-cost access to Shanghai’s investor and enterprise network. Anyone who’s done dense urban co-living and wants the same networking with a lungful of air and a waterway outside the window.

Compared to Zhangjiang Xinfeng — the sister property — Caojing offers a stronger natural setting, lower costs, and a more pronounced water-village character. Xinfeng sits closer to Zhangjiang’s AI and semiconductor cluster and is the better choice for founders who need daily access to that industrial core. Both share the same operator and government-backing framework.

Compared to Anji DNA, Caojing carries stronger policy support, better international infrastructure, and direct Shanghai connectivity — it’s more oriented toward business growth than pure retreat. Compared to Dali or Lishui Guyan, the startup policy environment, network performance, and commercial resources are in a different category entirely.
